A Brief Biography of the Head of Scientific Researches and Lecturers’ Affairs of Ghazni University
Ruhollah Kazemi, son of Mohammad Kazem, was born in 1984 in Nawor district of Ghazni province. He has completed his primary and secondary school in Hossein Ali and Shaheed Ghulam Haidar high schools in his birth place. In 2004, completed his high school in Sanaei high school in Ghazni province. He received his BA degree in Persian literature at Ghazni University.
Experiences and missions
He started his first mission on 8/3/2007 to 7/17/2008 in the Department of Telecommunications and Information Technology of Ghazni province through free competition (PRR), during that time he also worked as a computer teacher in Talash Training Center. He was appointed to the position of Computer Teacher of the Independent Administrative Reform and Civil Service Commission of Ghazni Province through free competition from 7/18/2008 to the end of 2010. During this period, he has also served as a computer lecturer at Farhang Educational Center. From 2010 to the end of 2011, he worked as the director of Farhang Educational Center. Since 13/ 01/ 2013 has been actively working as head of scientific research and lecturers’ affairs department of the Ghazni University. He has achieved letters of appreciation from various governmental departments due to his actively performances.
Ghazni University Scientific and Research Achievements
As you know, Ghazni University is one of the newly established institutions of higher education in the country and has young members of the scientific staffs. Ghazni University staffs have done fruitful work in the field of scientific research, although academic research requires more research background. Additionally, Ghazni University staffs have done fruitful activities using from the experiences of Afghan university lecturers and lectures from abroad. Though, Ghazni university has done preliminary actions for academic researches, but still is providing opportunities for academic researches. For example, introducing and participating of about 2 to 5 members of the scientific staff in seminars and workshops of scientific research methods to the Ministry of Higher Education and abroad. The result can be winning of three proposals of faculty members of Agriculture faculty in a free competition for projects of the Higher Education Development Office which was competed through the Ministry of Higher Education in the country. Likewise, about (80) scientific works are currently available in the library of this university from the faculty members on various topics. From one hand actively participation in seminars and scientific-research conferences at the university and the Ministry of Higher Education can be counted as achievements, from the other hand the Scientific research works are the works of a group and cannot be counted as the works of one person although this work is not enough in educational institutions.
Since Ghazni University is growing and developing in terms of staffing, and on the other hand, Ghazni University is strongly committed to improving the educational aspect of its lecturers, and currently more than (40) members of the academic staffs are receiving higher education for their master's and doctoral degrees. Most of them are abroad, half of which (20) are Ph.D. students. In general, since Ghazni University is on the path of its growth and development, it can be said that great achievements will be achieved in less distant future in this field.
Achievements of the Head of Scientific Researches and Lecturers’ Affairs from 13/ 01/ 2013 up to 24/12/2020
- At least 10 – 20 lectures have been hired per year, and the organizational level has promoted from 40 lecturers on 13/01/2013 to 112 lecturers currently.
- On 13/01/2013 there were only 3 lecturers with master degree while now there are 1 Ph.D. and 67 masters.
- On 13/01/1013 there was only 1 lecturer pursuing his Ph.D. Now, 20 lecturers are pursuing their Ph.D.
- On 13/01/2013 there were less than 5 lecturers who were pursuing master degree. Now, 20 lecturers are pursuing their Ph.D.
- Sending out abroad 1-5 lectures to short-term educational scholarships per year.
- Actively participation as secretary in several meeting of Deputy of Scientific and Lecturers’ Affairs with different sections/departments in order to coordinate for better consequences. Mobilizing human and financial resources for achieving more goals with less expenses. Offering services and better facilities for lecturers, staffs and students.
- 5. Implementing the promotion and promotion of 10 to 20 members of the scientific staff annually
- Obtaining university’s Academic Council appropriation in 2016. Actively participation as secretary in Academic Council Meetings, Academic Promotion Meeting and the meetings of shortlisting of academic Vacancies.
- Preparation and arrangement of work plan and work reports of the Scientific Research Department
- Preparing and arranging different databases of faculty members and registering their information in the information system of the Ministry of Higher Education
- Creating user accounts for (99) lecturers in the information system to record their grades in the information system and instructing lecturers on how to use the information system
- Collaborating in organizing OBL and SCL capacity building seminars for (17) lecturers within the annual university and sending (2) lecturers to OBL and SCL workshops abroad.
- Determining the subject and the guide for (90) lecturers with different scientific ranks.
- Sending the necessary documents to the new lecturers to prepare their transcripts to the esteemed Deputy of Finance and the relevant faculty
- Active participation in the entrance exam for private higher education institutions in Ghazni province.

Letter of Introduction of the Department of Scientific Researches and Lecturers’ Affairs
The Department of Scientific Research and Lecturers' Affairs was established in 1390 under the supports of the Vice Chancellor for Scientific Affairs at Ghazni University, and Mr. Rohullah Kazimi was appointed based on a decree no 6122 by Ministry of Higher Education on 24/10/1391 through a free competition process and runs this position.
Mission
The Department of Scientific Research and Lecturers’ Affairs, as its name implies, is responsible for the coherence and coordination of the research topics of the members of the scientific staff. As well as secretarial, administrative issues and various issues related to faculty members such as appointment, separation, exchange, promotion, academic consolidation, academic promotion, capacity building, preparation of statistics and various information of the respected faculty members , typing and arranging the agenda of the meetings of the University Academic Council, scientific promotions of the University, scientific research of the University, participation in various meetings such as scientific research meetings, scientific promotions, the Scientific Council, preparing and arranging the time of the meetings and multiplying the decisions of the meetings. At the same time, since the esteemed scientific deputy does not have executive management in its formation, various administrative issues of the office of the esteemed scientific deputy are also carried out through this office.

Higher education has been done abroad, which can result in the proposal of three members of the faculty of agriculture of Ghazni University to win in free competition projects of the Higher Education Development Office, which has been competed through the Ministry of Higher Education. It was also mentioned, about (80) scientific works are currently available from the faculty members of Ghazni University on various topics and topics in the university library, active participation in seminars and scientific-research conferences at the university and the Ministry of Higher Education, and on the other hand the achievements and Scientific research work is the work of a group and cannot be made by a tangible person, although this work is rare in scientific educational institutions.
Since Ghazni University is growing and developing in terms of cadre organization, and on the other hand, Ghazni University is strongly committed to improving the educational aspect of its academic staff members. And now more than (40) members of the academic staff are studying for their master's and doctoral degrees, mostly abroad, half of which (20) are doctoral students, in total, since Ghazni University is on the path of growth and It is said that it is possible to achieve great achievements in this field in the near future.
Achievements
1. Expanding the organizational level of the faculty members of the university to 112 staff positions.
2. Upgrading the academic aspect of the faculty members (1) is a Ph.D. and (74) are masters, and also (20) are doctoral student and (15) are master degree students in universities abroad.
3. Annually sending at least one member of the scientific staff in short-term capacity development scholarships abroad
